IN 2022, THE NUMBER OF HOUSING LOANS FROM THE SFYH ACCOUNTED FOR A QUARTER OF ALL MORTGAGES ISSUED BY UKRAINIAN BANKS

The National Bank of Ukraine has released data on mortgage lending volumes for the year of war 2022.

According to these data, in 2022, Ukrainian banks issued 2009 mortgage loans totaling UAH 1.96 billion.

At the same time, two-thirds of the total number of mortgage loans were granted in January-February, before the start of the full-scale military aggression of the russian federation.

Bank mortgage loans were provided for the purchase of housing mainly in the secondary real estate market. In particular, the share of mortgage agreements concluded in this segment amounted to 99% of all new mortgage loans in June-December 2022.

Kyiv and the Kyiv region remained the most preferred region for people wishing to purchase housing on credit. There were 241 agreements signed here, or 43% of the total volume.

In its review, the NBU focused on statistics on the banking sector. At the same time, it is worth noting that non-bank financial institutions also operate in the mortgage lending market.

Thus, in 2022, the State Fund for Support of Youth Housing Construction concluded 480 mortgage agreements with citizens to purchase their own housing. The total amount of loans issued by the SFYH constituted UAH 622.6 million.

The SFYH provides loans at the expense of both its own funds (the authorized capital of the institution) and funds from international donors. In particular, the German government financed a loan program for internally displaced persons through KfW Bank.

Young families, IDPs, and war veterans were the key groups of loan recipients at the SFYH. Moreover, due to mass migration as a result of the hostilities and the destruction of housing in some regions of Ukraine, IDPs made up the largest group of borrowers.

It is also worth noting that the interest rates at which the SFYH provides mortgage loans range from 3 to 7% and are significantly lower than the interest rates on mortgage loan products offered by banks.
