We are moving towards the start of the project for IDPs

On February 9, 2021, a Separate Agreement was signed to the Grant and Project Agreement between State Fund for Support of Youth Housing Construction and Development Bank KfW within the framework of German financial cooperation with Ukraine.

The separate Agreement was concluded on the basis of and in pursuance of the intergovernmental Agreement between Cabinet of Ministers of Ukraine and the Government of the Federal Republic of Germany on financial cooperation, signed on June 3, 2020 and ratified by the Verkhovna Rada of Ukraine on December 2, 2020, as well as the Grant and Project Agreement between the Cabinet of Ministers of Ukraine represented by the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, State Fund for Support of Youth Housing Construction and KfW, concluded on December 28, 2020.

It will be recalled that within the framework of German financial cooperation with Ukraine, State Fund for Support of Youth Housing Construction jointly with the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine and KfW will implement the project “Housing for Internally Displaced Persons” which provides for the delivery of soft mortgage loans to internally displaced persons for the purchase of housing with an interest rate of 3% per annum in UAH.

In the short term:

-  The Cabinet of Ministers of Ukraine must approve the procedure and mechanism for the use of grant funds;

-  A separate financing agreement will be signed between State Fund for Support of Youth Housing Construction and the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, the conclusion of which is provided by the terms of the Grant and Project Agreement.

Further actions and details of the project "Housing for Internally Displaced Persons" will be announced at a joint press conference of KfW, State Fund for Support of Youth Housing Construction and the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine. The press conference is scheduled for the spring of this year, after which the official start of the project will be announced, and all the details and aspects of the conditions of participation, the procedure for submitting applications for participation in the project, etc. will be officially explained.
