STATE FUND FOR YOUTH HOUSING REPORTS ON ITS WORK IN 2023

The State Fund for Youth Housing Construction reports on the results of the institution's work in 2023.

Last year (as of 1 January 2024), under all programmes serviced by the State Agency for Youth Housing, the regional offices of the institution concluded 415 agreements with citizens to purchase housing. In particular:

- 258 preferential long-term state loans to young families and single young citizens. Local budgets (local housing programmes) financed 91 of these loans, and the authorised capital of the State Agency for Youth and Housing financed 167.

- 157 concessional long-term loans to other categories of population (researchers, teachers, public sector employees, combatants, internally displaced persons, etc.) Of these, 12 were funded by the state budget (for teachers, IDPs, ATO participants), 94 by a grant from the German Government through KfW Bank (IDPs, the Housing for Internally Displaced Persons programme), and 51 by local budgets.

The first stage of the Ukrainian-German grant programme for IDPs, which is of great interest to citizens, was actively pursued. The programme will run until 2024: the German government has allocated about €17 million for this purpose.

Another positive trend is the active resumption of local housing programmes: funding for housing programmes from local budgets more than tripled to UAH 192 million in 2023.

The most active local programmes are being implemented in Kharkiv, Lviv, Cherkasy, Poltava, Zhytomyr, Zakarpattia, and Mykolaiv regions.

In 2023, 52 families of ATO/JFO participants and 119 internally displaced persons (IDPs) were provided with their own housing under all programmes.

The total amount of funds attracted to the Ukrainian economy for new lending in 2023 exceeded UAH 736 million.

In 2023, the programmes were financed from the following sources:

-The state budget of Ukraine - 12 mortgage agreements totalling UAH 20.8 million,

- grant funds from the German Government through KfW Bank - 94 loans totalling UAH 166.7 million

- funds from local budgets - 142 loans in the amount of UAH 196.2 million,

- the authorised capital of the State Agency for Housing and Urban Development - 167 loans in the amount of UAH 240 million.

In total, over the 25 years of operation of the State Agency for Youth Housing (1998-2023), 42,563 contracts have been concluded under all programmes of the Fund. During this period, UAH 13.3 billion was attracted to the national economy.

The loan portfolio of the State Agency for Housing and Communal Services currently exceeds UAH 3 billion.

Currently, 71.5 thousand citizens are registered in the registers for participation in the institution's housing programmes.
