The Fund’s Leader Took the Floor at the Seminar Dedicated to OSBB Activities

 

2Today, on 26 March, a seminar “Forming the Institution of Responsible Owner of Housing through the System of Informing and Education” took place. It was organized by the Expert Interbranch Association of Ukraine (EMAU). The event was conducted within Project “Support to Housing Sector Reforms in Ukraine”, launched in 2018 jointly with the Ministry of Foreign Affairs of Estonia in partnership with the United Nations Economic Commission for Europe.

The event was aimed at getting the leaders of the unions of co-owners of multi-apartment buildings (OSBB), residential real estate managers, representatives of educational establishments and of authorities acquainted with the Estonian experience in terms of forming a professional approach towards managing of multi-apartment residential buildings.

54798361 2274081986168671 3240483443930300416 nOlha Maksymenko, coordinator of Project “Support to Housing Sector Reforms in Ukraine” from the Ukrainian side, president of EMAU, was moderating the conference. Svitlana Startseva, Head of Housing Policy Department of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine welcomed the participants of the seminar.

Andres Jaadla, Chairman of Board of the Estonian Union of Co-operative Housing Associations (EKYL), Urmas Mardi, Member of Board of the Union of Apartment Associations of Estonia (UAAE) and other speakers made substantive presentations.

Chairman of the Board of the State Fund for Support of Youth Housing Construction Serhii Komnatnyi made a report on legal norms and practice of setting a union of co-owners of multi-apartment building in newbuilding, including the one constructed under the Fund’s housing programmes.

The reports were discussed and the debate was ongoing.

But for the seminar in Kyiv informative seminars on this topic are planned to take place in Lviv (April) and Kharkiv (May 2019) with participation of the Estonian colleagues within the Project. The participants of the seminars will get information about the housing reforms and the systems of management of the Estonian apartment associations.
