A MEETING OF THE SUPERVISORY BOARD OF THE SFYH TOOK PLACE

On 17 January 2023, a regular meeting of the Supervisory Board of the State Specialized Financial Institution "State Fund for Support of Youth Housing Construction," took place online.

The Deputy Chairman of the Supervisory Board and Deputy Minister of the Ministry of Communities and Territories Development, Nataliya Khotsyanivska, chaired the meeting.

The public report on the implementation of the Strategic Goals for the Development of SFYH in 2022 was presented to the Supervisory Board by the Chairman of the Board of the SFYH, Serhii Komnatnyi.

In this challenging year, lending for the purchase of housing by IDPs, young citizens, and participants of ATO/JFO was continued, which is the key vector of the SFYH's activity, emphasized Serhii Komnatnyi.

In 2022, 540 contracts were concluded with families for the purchase of housing or its transfer to free social rent. In particular, 471 contracts on the provision of soft mortgage loans under various programs, 60 contracts for renting residential premises, and nine for partial compensation of the cost of housing.

In detail, by category: 352 families of the SFYH's clients, with whom contracts were concluded in 2022, have the status of IDPs (since 2017, the SFYH has served 1,776 families of IDPs). Thirty-six clients have combatant status (since 2017, there have been 1,311 families in this category).

In over 30 years of its activity, the SFYH has served over 40 thousand clients among Ukrainian citizens.

The SFYH's experts actively participated in developing regulations to simplify and optimize the conditions for buying housing by Ukrainian families.

In particular, the amendments to the Procedure for the use of the funds of the authorized capital of the SFYH, prepared by the experts of the SFYH and the Ministry for Communities and Territories Development of Ukraine and introduced by the Government at the end of 2022, will make it possible in the short term to initiate lending for housing needs of young families at 7% per annum.

The SFYH initiated and participated in developing the draft law on the accession of Ukraine to the Council of Europe Development Bank. Completing this procedure will allow the financing of housing programs for IDPs.

An essential aim of the efforts of the SFYH's team as a socially oriented institution is participating in the development of the legislation regulating the introduction of loan holidays for borrowers whose housing was destroyed or damaged as a result of hostilities and the possibility of loan restructuring for citizens who lost their income due to the war.

The SFYH's experts participated in developing and practically implementing the pilot project of providing free rental housing in four regions for 60 families affected by armed aggression. The program was implemented with funds from the Ministry of Social Policy to form a social (temporary) housing fund.

A fundamental role in 2022 was played by the Ukrainian-German project "Housing for IDPs," which was implemented by the SFYH and the Ministry for Communities and Territories Development of Ukraine at the expense of the funds of the German government provided through the KfW bank. Thanks to the proactive position of the SFYH's leadership, the program was resumed during the last year's martial law. In 2022, nine random draws of program participants took place. As a result, 332 Ukrainian families purchased housing on the most favorable terms in our country, at 3% per annum.

Despite the difficult conditions caused by the war, the implementation of 88 local housing programs continued in several regions of Ukraine. In 2022, five new programs for providing citizens with housing were adopted at the regional level. The SFYH attracted almost UAH 63 million from local budgets.

The main financial achievements of SFYH had positive dynamics. The authorized capital of the SFYH as of 1 January 2023 constituted UAH 611.3 million (an increase of 4.5% compared to 2021). The loan portfolio reached UAH 2.63 billion (an increase of 16% compared to 2021). More than 13,000 contracts are at the service stage.

Almost UAH 744 million of investments were attracted to the economy of Ukraine – a slight decrease in this indicator is caused by a decline in the financing of local housing programs.

In 2022, the digital transformation of SFYH continued, as well as cooperation with the State Services Portal "Diia". Furthermore, to bring the structure of the SFYH in line with the requirements of the legislation, the Fund was reorganized by adding regional offices to the SFYH. It is crucial that this process did not cause inconvenience to SFYH's clients.

The Chairman of the Board of SFYH presented to the Supervisory Board the Strategic Goals of Development and Activity of the SFYH for 2023.

Among the key vectors is the strengthening of the institutional capacity, the transparency of its work for the public, maintaining the quality of the loan portfolio at an appropriate level, attracting investment resources in housing lending, and implementing and expanding the list of housing programs of the SFYH.

Members of the Supervisory Board unanimously approved both documents.

Other matters of the SFYH's activity were considered during the meeting, and relevant decisions were made.
