THE THIRD STAGE OF RANDOM SELECTION UNDER THE HOUSING LENDING PROGRAM FOR IDPs. 300 PARTICIPANTS OF THE PROGRAM HAVE BEEN RANDOMLY SELECTED

On October 22, 2021, the third random selection of citizens - recipients of soft mortgage loans from internally displaced persons, registered for participation in the Project "Housing for internally displaced persons" took place in the central office of the State Fund.

The project "Housing for internally displaced persons" is implemented within the framework of the Agreement on Financial Cooperation between the Cabinet of Ministers of Ukraine and the Government of the Federal Republic of Germany. To finance it, the German government, through KfW Bank, provided a grant of 25.5 million euros. The Project is implemented by the State Fund for Support of Youth Housing Construction and the Ministry of Reintegration in accordance with the approved by the Cabinet of Ministers of Ukraine dated April 28, 2021 №451 Procedure for Soft Mortgage Lending to IDPs funded by a grant provided by the Reconstruction Credit Institution (KfW). Citizens are registered via Diia (Mincifira) to participate in the program, which is implemented with the participation of the UNDP project DiiaSupport, which is implemented with the support of Sweden.

To ensure control and transparency, the selection procedure was carried out with the participation of representatives of the Ministry of Reintegration, the Implementation Consultant (IPC GmbH), and the State Fund. Deputy Minister for Reintegration of the Temporarily Occupied Territories of Ukraine Inna Golovanchuk, IPC GmbH representative Steven Orleski and Chairman of the Board of the State Fund Serhii Komnatnyi addressed the participants with welcoming words.

300 individuals from among the registered candidates - future recipients of housing loans on concessional terms - were selected using a random number generator. To do this, the software (RandomPicker.com service) was used which meets the requirements of European legislation on personal data protection, proposed by the Implementation Consultant and approved by KfW.

No later than the next working day, the regional departments of the State Fund will notify the winners of the need to submit certain documents.

Acceptance of applications for inclusion in the register will be resumed from 23.10.2021.

According to the results of the second random selection (that took place on August 31, 2021 ), 150 citizens who received the right to receive soft crediting were identified. After processing the documents provided by citizens, 53 mortgage loans were issued for a total amount of UAH 60 million 674 thousand. According to the submitted applications, 18 citizens refused to participate in the program, 79 citizens did not appear in the regional offices of the State Fund.

24 loans were issued in Kyiv and Kyiv region, 9 - in Kharkiv region, 3 - in Dnipropetrovsk, Odessa, and Poltava regions, 2 - in Donetsk and Lviv regions, the rest of the loans were issued in other regions.

According to the results of the first random selection (held on July 21, 2021), 66 housing loans to IDPs were issued for a total amount of UAH 74,343,000.

Under the terms of the Project “Housing for Internally Displaced Persons”, IDP loans are provided for up to 20 years at 3% per annum, based on the standard housing area (21 sq. M of total area per person and an additional 10.5 sq. M per family). ).

Objects of credit can be an apartment in an apartment building or a one-apartment house, commissioned no more than 35 years ago or renovated no more than 25 years ago.
